1. Go to https://www.photoshop.com/
2. If you have an Adobe ID, sign in.  If not, Click Join to create an account
3. Once signed in, click My Library
4. Click UPLOAD PHOTOS to begin adding items to your library or login to another site under OTHER SITES to import existing photos.
5. Once a photo or image is uploaded, select it and click the Edit button to make changes

Photoshop.com does not directly promote inquiry learning, but is a great supplementary tool to be used at any stage in which photos or images need to be managed and modified.
